Housing Assistance by Key Areas
Since 1972, PHFA supported and assisted Pennsylvanians on their journey to homeownership and housing stability. We’ve helped first-time buyers unlock the door to their very first home, supported older adults in finding comfort and security, and provided hope for families facing foreclosure. Data we provide isn’t just a number, it’s a story. It’s a family, a future, and a home.
- 210,310 families have stepped into homes of their own because of PHFA.
- 113,200 rental units have been built or preserved.

The agency’s 14 board members are appointed to serve by the governor or General Assembly, or they serve as part of the responsibility of their high-level state government position. By providing their time and expertise, they improve the availability of affordable housing throughout the commonwealth.

In order to make the Commonwealth a better place to live while fostering community and economic development, the Pennsylvania Housing Finance Agency provides the capital for decent, safe, and affordable homes and apartments for older adults, persons of modest means, and those with special housing needs.

Our Progress
The Pennsylvania Housing Finance Agency was created 52 years ago with a small team and a big mission. Today, that mission is carried forward by 342 dedicated professionals across 16 divisions. Every employee brings their own unique skills, perspectives, and passions to the work we do.
PHFA is a state-affiliated agency that largely sustains itself through its own investments and administrative fees, only occasionally receiving state funding for special initiatives as determined by the state legislature. Our distinctive public-private structure empowers us to navigate financial markets with agility and to respond swiftly to the evolving needs of consumers and developers in multifamily and single-family housing across Pennsylvania.
What began as a modest effort more than half a century ago has become a powerful force to help Pennsylvanians find stability, opportunity, and a place to call home. Our progress is a testament to what committed people can achieve when they believe in a shared purpose and work together to make it real.

Our Financials
The past fiscal year witnessed a U.S. economy that continued to grow, but at a slower pace than in recent years. Higher interest rates and ongoing inflation made borrowing more expensive. The job market remained stable although hiring slowed and unemployment increased slightly. Consumers continued to spend at a more cautious pace as costs remained high and savings declined. The main sticking point was that higher home prices had become a burden for young families wanting to purchase their first home. Nevertheless, PHFA’s single family loan production remained solid, thanks in large part to the agency’s below-market interest rates and its down payment and closing cost assistance programs. All PHFA single family purchase loans are for 30-year terms in order to keep monthly loan payments as low as possible for its customers.
The agency had three bond offerings during the year, which garnered significant investor interest and provided funding for its home loan products. Additionally, the agency continues to invest in new business software and improve business processes to continue enhancement of its operational efficiencies. In sum, PHFA remains financially strong and well positioned to continue its housing mission.
